The intention was for Dev_is to be a performance-centered branch, but Cover has a serial issue with strategic and long-term planning so this branch of prospective singers and performers launched into an empty schedule and were told to just stream like normal talents to kill time until management got shit figured out.

Ririka recently posted about having her very first ever dance lesson scheduled. That should give you an idea of how poorly Cover's management handled the Dev_is project.

Pretty sure the intention behind Re;Gloss was to try to come up with women vtubers that appeal to women.

This is why they're separate from Hololive (women who appeal to men) and Holostars (men that are supposed to appeal to women)

They're doing okay, but to be honest, I'm not sure if there's much demand from fem audiences for vtubers. Who knows, though.
