When a new vtuber corp pops up, how do they get new talents? Do they reach out to 2views and indies or do they just throw their application on r/vtuber

the subreddit is just a place where holofags can gossip about other vtubers without breaking the hololive subreddit's rules.
but to answer your question, it's mostly it's twitter promotions + word of mouth. the sort of small chuubas & content creators that join corps are the ones with robust social circles. it's very rare that a corp chuuba pops up "out of nowhere" (although it does happen). maybe an artist reposts an audition announcement, or someone they did a commission for tells them in a DM or they seek out corp auditions themselves or stuff like that.

A corp that's actually trying to get off the ground will do heavy promotions like idol, eien, pixel did, yeah. Twitter & Youtube for primary promotions, Twitter & Discord for word-of-mouth. Even a totally asocial small content creator will follow others on twitter. And maybe they'll know someone who's applying and retweet the audition or whatever. Finding talent really isn't the difficult part. Or, at the very least, talent is abundant. Even third rate corps will get more than plenty of applications.
The bad part is that a lot of these corps just want to harvest talent without actually doing the work. They manipulate the ambition and naivete of these barely 20 year old content creators by telling them lies about how much support they'll get from the company. AkioAir, Tsunderia, Vreverie, Cyberlive, Kawaii, etc.

I always found it so interesting that these corps would put so much time and effort into promoting their corp and audition, just to basically drop the ball/not give a fuck once they actually get talents to debut. That has got to be the biggest money burner right?

They're usually just fucking techbros or trust fund babies that treat creating a corp like a hobby that only takes a few hours of work a week. they have absolutely no stake in the matter and think nothing of fucking with peoples' lives. So yeah, they get to debut, realize they actually have to work, and lose interest. Scum of the fucking earth.
