No,for clarity's sake they call it Chun Jie (Spring Festival). In some cases they just say Chu Yi (the first day of the Chinese New Year).
Within the festival's context itself, you can say 'Happy New Year'. But Chinese do actually still have to be on the same calendar with the rest of the world, so if you actually call it the new year, you confuse everyone. So you call it Chinese New Year.
