The only way they can get a high quality anime produced is if they partner with an investor that can profit from that anime like a toy company like that will produce the merch or a game publisher that will extend the story forward just like love live. But if they don't have any connections like that or if investors think it is still too risky for that then starting with a manga is best. There have been mangas that would get a deal not even a year after their release because it became so famous. Just like any manga, you got to read several volumes first to see if it's worth something.

Almost all successful animes started from a manga. We don't know what exactly the story is going to be but we know for a fact that the characters and the vtubers is the same. You can't replace them.
