The whole point of streaming is for there to be a live chat and getting to interact with your fans, also get superchats. Gura having more than 2 million subs yet failing to gain as many live watchers as Pekora shows just how many REAL subs she has that aren't dead. If we were to compare real subscribers, Gura would probably have less than Haachama, Marine and Pekora (judging by viewer ratio). I have some guesses:

First, language barrier. She doesn't know any Japanese so basically any collab with someone from JP is an immediate no-no unless the chicken comes along. Yeah sure Ame has no knowledge of Japanese either but unlike Gura she has the confidence to at least try. Gura looks way too introverted to do something like challenge the barrier.

Next, the rest of Hololive might be pretty intimidated by her since she fucking annihilated them in subs in only a matter of weeks.

On a reverse aspect, she could be intimidated by them. There was that one time she says it still feels pretty unreal that she gained a bigger following immediately compared to the JP girls, so she thinks she's not actually worthy to collab with them.
