Niji will obviously remain number 2 globally because of JP, and NijiEN still has their own insulated fanbase. (Fujosisters and Enna's clique.) But these are absolutely minor and in decline compared to the popular appeal of Hololive.
There's clearly a market demand for a Holo alternative where people are crass and talk about gross shit, and both PC and Niji cover that niche. The spillover is natural.
PC won't be anywhere near NijiEN at its peak though. This is mostly through Niji's decline, not PC's growth.
