Shiori doesn't fit into Hololive at all. She wants to do an entirely different style of content creation and feel than Cover's standard product. If she didn't have the biggest buff model in two generations she would be HoloID tier. At the same time, she is cultivating a pretty hardcore set of dedicated fans that are willing to pay, so it's hard to call her unsuccessful.
