A quick question, and I don't want it to sound creepy or anything.
I make cosplay costumes, with wigs and everything by hand. I usually get commissioned to make them by cosplayers.
But for quite some time I wanted to make an accurate Gura cosplay. However, there's just no models that have the good body type for it.

The question is - how do I - legally, without getting into any trouble - get a girl of good body proportions and age to work with me? I guess I'd need her parents' permission, but how do I even start? I don't want to be a creep or anything.

The people who are cosplaying are adults that are petite. Just put up online advertisements for models which fit a certain body type and try to make it seem as legit as possible. You will look like a creep but women are stupid enough to fall for a lot of different model scams so that is probably not a big concern.

Even if you manage to get a child model you are just opening yourself up to a ton of legal troubles. Not worth it

How can you be making costumes for them but still have zero awareness of cosplayers, there are so many both pro and amateur ones everywhere. Ask your clients to connect you. If you can prove your outfits are of high quality, I'm sure you'll find one to model them
