I'm sure that with Coco's graduation, Cover would prefer not to have the others rock the boat too much for a while. So girls like Haato and Shion, who probably would've graduated otherwise, are allowed to be on ""hiatus"" indefinitely until there's enough positive news to have them officially graduate.

I don't think she was even there for Coco's graduation. They just ripped some giggles from a previous stream of hers and edited them in. I don't believe that Coco spent more time talking to Aqua and Ina than Haachama. I feel bad for her being stuck between Hololive's shitty management and her parents wanting her to become an accountant or some shit but I've come to terms with the fact that she's gone.
