Viewers from different countries are worth more than others, making any assumption on how much 1 million views is worth only guess work. Shorts ad revenue is terrible. Ad revenue heavily depends on where the audience is from, some anon probably still has the old table that gets posted here. For example a view from NA or western europe is worth significantly more than most places in asia or elsewhere. It can vary a lot.
