They're mostly filmed by parents at the events who are filming their kids meeting her, it's not something Cookie broadcasts herself. The main reason she doesn't show herself is for workflow reasons. She's based in that she does almost everything herself on her channel so not having to do her makeup, getting dressed and sorting the lighting/backgrounds/cameras up saves a lot of time and effort. Being a vtuber makes perfect sense for someone like her for she can engage with her audience better and always look sexy.
