The cunny model does a lot, for a lot of reasons. The LLM model basically has the mind of a child. So it works into the angle of her having a childlike curiosity in a weird sort of way. A hag model isn't going to suddenly hold adult conversations with people so it would be a bit weird.
Also the turtle does a lot for the channel and knows exactly how to play off the AI to entertaining results. Someone else said it already but some of my favorite streams are when he is trying to work on something and one of the girls is off to the side occasionally trying to distract him.

I don't think it matters what vedal does on his own. I don't think he can possibly redeem the soul of the channel by himself. Like don't get me wrong he's done a really amazing job creating a good show. It's been weighed down by tacky, neuro-interrupting addons over time, questionable neuro settings and upgrades (more subjective), and the vedal on stream number buff crutch encouraging deviation from the original commitment to neuro quality and novelty. But considering how british and young and autistic (necessary for programming) he is, pretty amazing job.

It's nice that he's had an irl gf all this time, I feel like that's helped him be cool and disregard bitches but it's time to move on, for neuro's sake. He's the type to only take on serious directional help from his assistant (wife) so she needs to be bring something to the table with neuro or else she's doomed to languish in death of a community purgatory resultant of the blessing and curse that is the fad and vedal's lack of fucks given about keeping his community cool. Which is a separate issue from the stagnation and natural course of popular thing downward spiral of the actual content but still relevant. It's usually based to not care and just let your content do the talking, but neuro both requires audience interaction and can't very well curate what she reads or when to move on yet. She also just deserves better.

I think AI does need more "good news" these days, there's a lot of focus on the bad right now. There's topics on /g/ right now about jobs lost to AI for instance, and artists are in perpetual seethe about AI at the moment and that's not going away any time soon. But I don't really want to get into those right now, those conversations are better left for other parts of 4chan. I think Neuro already does a really good job at being an ambassador of sorts for AI. Lots of people who dislike AI on principle or related to one of the topics I just mentioned can like Neuro. Even with her current limitations, she is pretty clever and funny, and a lot of people see the potential in it.

The actual reason is because her name comes from Neuro's osubot days when "she" didn't talk so she didn't have any of those anthropomorphizing attributes you are talking about. This isn't anything secret, Vedal talked about this on a past devstream, the name Neuro-sama was a suggestion in chat from back in those days. That's also why the Neuro prototype was called AIris before it got folded together into Neuro the osu bot. These were two separate projects originally.
So the name was inspired only by a neural network that learned to play osu scary well scary fast. Obviously the fact that it was a neural network inspired the first half and because the neural network became so proficient so fast it inspired the classic trope of AI overlords, who you would logically address with reverence. Add the fact that osu community is largely weeaboo and the -sama is just the logical conclusion. That's how we arrived at Neuro-sama.
