A majority of EU stream viewers do not give a fuck about anime things, let alone vtubers. There is no demand. Sure there are EU vtubers and viewers of those EU vtubers, but in total the viewerbase is extremely small. So there's no point in pandering to them, especially if they aren't going to spend good amounts of money on merch and other things.

While it's not as massive as in the States or south-east asian countries. The demand is still there to an extent and Twitch kind of proves this. Some of the biggest vtubers on there are all euro friendly with their stream times. But it's been almost 4 years and japanese corpos still choose to completely ignore the market - so there's no incentive for yuros to give a shit whenever Shiori or whoever else decides to go live with their one in a hundred euro time stream, when they've provided no chance to even attract an audience for that area.

Both Asmongold and XQC are live right now, Asmon has been live for over 2 hours and XQC over 1 hour, which works well since it's around 20/21 here in EU.
Even googling what the best time to stream is on twitch recommends middle of the day EST so you can also get the EU viewiers.
