A few ways:
1. Popular Vtubers who collab with indies, when you go follow those indies you find their collabs with other, smaller indies, and so on.
2. Search - Whatever game you want to watch (a song cover. a game), find it's japanese name written with japanese characters (wikipedia it and you'll find it ) and search for it + Vtuber on Youtube and you'll find them. If you filter your search for a game by Live you'll also find a lot of small vtubers.
3. Twitter - Indies usually retweed other indies and interact among themselves, and twitter recommends them when you follow each other. I followed Kano-san and got recommendations for 3 others, which led to 3 others, etc. Most where not my cup of tea, but I ended up subscribing to a couple because of that.
