Most likely when they branched off the HoloEN side they decided to make it a low cost operation with outfits coming out of the talent's budget. So my guess is the boys are choosing to do other projects with their money instead of putting them towards outfits whereas Hakka I can imagine can afford to do both because of cost of living. StarsEN seems to be running on the idea of high ROI, this most likely coming from Cover starting to the move towards a public company. I really don't care about outfits, and if this is how StarsEN plans to expand and survive I think they're making the smart play going forward. If you make your money and return a high investment people will leave you alone.
