Vtuber models are subject to the same attire guidelines as flesh streamers. Importantly, this only applies when the model is actually being used as a model.
A good example is Nyanners's final boss model, which got her banned for revealing too much around the pelvic region. Dya Rikku, the artist and rigger, did the entire model on-stream with no issue.

They made a big deal about how they wanted everything to be clear since there was a lack of understanding and transparency. That was the whole spiel and it's mentioned in several different places. It's all there. Black and white. Specifically what was allowed and what was not and the buck stops there. Your opinion is meaningless.

Regardless, most of the bans you see right now is their automated system where if a certain number of viewers use the 'report stream' button, it auto-bans. No one actually knows what the fuck is going.
