I fully expect this to be rolled back after advertisers find out, but I've also read that Twitch has more advertisers than slots to fill, so they can afford to lose some advertisers and still fill all their ad slots, so they may do this to attract more users at the cost of losing some advertisers.

I doubt they'll roll back the rule changes, they'll just ban anything that goes too far. Twitch's rules have never been fully consistent with the bans they've handed out, there's always favouritism and subjective interpretation of what goes too far.
