A lot of hololive watchers also watch hololive because it's the cool and popular thing to do that is associated with the big brand name. They want to watch what other vtuber fans are watching and they would feel left out if they don't keep up with hololive. Many wish holo to be more lewd and less idol-like and you notice many fans try to push the girls to go beyond that boundary all the time (or bait with shitty clip)
For the small corpo/indie, you do notice that Phase and Idol get popular because of the "talent freedom" that allow them to freely pander to e-drama and /pol/-lite contents or flesh body cam contents and fanservice. The viewers who want the idol-like restriction is a minority within the community.

Feels like Phase and Idol actually took more of the disgruntled holoEN fan chunk than kawaii; idol's first EN gen was I distinctly recall being touted as the replacement for holoEN/the real holoEN gen 3 and were very well timed to pick up some of the disgruntlement going on. Also kawaii lost literally an entire fucking gen at once and people thought they were good as fucked from that and left them for dead in the water.

Not to mention kawaii fans are just insufferable and project out a lot of performative gatekeeping antics and internal witch-hunting which just made them annoying to be around. Also back then Tsunderia was still a thing so between that there just was not enough room in peoples' heads for kawaii.
