Well, FNS has been on a steady decline. Once upon a time it was in the 30s in the ratings, and it's since slipped gradually through the 20s and 10s and now sometimes it dips below even 10% in recent years.

By comparison, Kouhaku used to be a show with ratings in the 80s, and gradually let that slip down to what it gets these days, into the low 30s.

So purely on the basis of TV ratings, Kohaku is between 3x to 4x as important as FNS. Although it's hard to compare because Japanese ratings are in percentage terms and the viewership is often quite different night to night.
