If you're serious about this you need a shit load of money, a good scouter, talents that actually want to put in the effort, and a genuine solid plan on how you're gonna build your brand and get your name out there.
If you look at the agencies out there (let's say Tsunderia for example), a lot of the time their talents are really directionless. Tsunderia Gen 1 haven't grown at all over the past 6 months outside of Yuuna. One left because her manager didn't talk to her for 3 months, one of their staff had to quit, there's managerial musical chairs happening, and everyone goes on hiatus often. Others like Virtuality Pro had the makings of a good company (the staff was a visual novel company that had a fair amount of games with good reception published under their belt and business experience) and they still fucking flopped despite all the prep. Some places like Prism Pro struck out because one of their talents got recognized because she's red Gura, everyone else is just on and off. Nobody would know Amber Glow if Terumi wasn't on 4chan and lashed out about stuff.
You need to do a lot of research and it's really hard getting your name out there and you need to really benefit the talents (and also make sure they actually have what it takes to incline and the work that comes with it) and also make it worth everyone's time, otherwise you're just LARPing a company.
