What you're looking for is to have things that are either skimpy or oversized, the top trying to be both at the same time creates a different aesthetic alltogether.

If you're going for a comfy gyaru, go ham on the blazer being a size or two too big, but have it open to reveal a different outfit underneath.
accentuate it with some "lazy" asymmetry, like a shoulder slip or a button being closed in a higher opening than it's meant to go.

I think so. It's similar to the IQ situation. Women are more likely to fill out the middle of the curve, whereas men have slightly highter distributions of being both idiots and geniuses, and less at being safely average.
