If this is about the basics setting up the Short's 'frame', then hopefully this'll help:
I use Premiere. If you already have the clip all cut up, then first you need to copy all of the video footage to another video track.
Use the effects tab to zoom in to the desired areas in the clip (using the Scale and Position effects). Do the same for the other track - align it in a way that fits what you want to do.
Once you're done doing that, right-click the newly adjusted clip - and press Copy. Then, select all of the other clips in the same track, right-click - and press Paste Attribute(s). It'll ask you which attributes specifically, but since you haven't used any other effect you shouldn't have any hard choices here. Now you've set the entire track to have the same type of zoom-in effect.

I don't know if you're using Premiere or something else--I know that there are even simpler programs you can use to get the same effects more easily, and even websites that offer this as a service. Kuro from VShoujo uses those, but I can't find the comment specifying which program it is.
DaVinci resolve is free AFAIK but I don't have experience with it.

I also recommend https://www.youtube.com/@finzar for general how2clip and how2subtitle, and https://www.youtube.com/@JavierMercedes for some really helpful tips and tricks with Premiere, if that's your program of choice.

You might think copyright issues are bad but it really isn't. Just don't stream mainstream popular stuff and you are fine. Video game music is always a good choice too, that stuff never even gets content ID'd. Twitch basically does the absolute minimum to get copyright holders off their backs and actually kind of helps you avoid having legal issues by not auto-publishing vods with lots of content IDs in them.
