I'd say it starts at 18:00 and goes on until 22:00 when numbers start declining again.
At least that is what I can say as a German, referencing numbers from popular twitch streamers in Germany. Pic related. Stream usually starts at 18 with loading screen, really starts around 18:30 and peaks around 20:40 to 20:50 goes on until 4am on a constant decline from there on.
