They probably want to make sure any new hires want to keep going after their first year and don't decide to graduate before investing in a 3D model.

Regardless all the Kuro 3D stuff comes down to two main factors. One, being able to do what you want so he could just do it as soon as his design was finalized. And two, his graduation from Niji having been planned months in advance. Having made the decision to graduate several months before he actually did he probably had the 3D model in the pipeline as soon as he could get it done and it was probably well underway before he even debuted.

All that being said indies + Vshojo can still do it much faster without the need for people to stand in the way of the process. Henya's already got at least one 3D model and she's got a second one in the works for her normal outfit.
