The big issue with HoloX is how much they get compared to the other gens. Whether 3D outfits or 3D events management is constantly making these announcements for HoloX which validates her complaint about Myth never getting a 3D anniversary. This is the crux of the matter. All other things being equal, EN will inevitably get the short end of the stick by virtue of geography, quantity, and other scheduling issues (Mumei and college comes to mind). JPs are close enough that Cover doesn’t have to schedule around what flights they’ll have to take to travel halfway round the world, there’s more of them (so even if a bunch of them are getting screwed over as well, that’s balanced by the ones who are able to move forward with their projects), and more of them are like Kiara in being able to advocate for whatever project they want to get done (Marine comes to mind). Regarding HoloX, Laplus is even on record saying she prefers prerecorded content, so availability is even less of an issue.
