My best guess is that they're going for what's often referred to as "aggressive marketing". Basically they're bombing with content in hopes to gather a new audience and make people interested, while also trying to make Tempus worthy of investment.
Probably an idea of some higher-ups in the homo management to convince investors that all they need is time and funding, when they already know how false that is. They're going for the same tactics as Man U, which explains why they're always failing miserably. Same thing has been done with the JP homos, which as you can easily guess, failed even harder.

The real answer but nobody will probably care: Tempus 1 & 2 were hired before debut, but they didn't want to debut 6-8 members at once. So they gave them some time to split the hires into 2 "gens.

If you consider "Tempus" being a single generation, then Armis came out just over 15 months in between. While Myth and council was in a span of 11 months of each other (9 months for IRyS)

Degradation over time is normal. A portion of people who tuned in on the first day didn't bother with the second day. Heck, if you are nice enough, other members will just leave it open for you without being asked.
