Watching this music video a second time I think this is definitely a fully digital, modern production pipeline but the fact that I wasn't quite sure whether or not the MV was using real painted cels makes me think that the production accomplished what it set out to do, that is to say make a throwback to late Showa-era anime. Something I was particularly happy to see was a lot of California/Los Angelas style scenery, which was present in a ton of older anime because a lot of creators at that time were fans of American action movies. Palm trees, classic sports car, the trolley, even little details like the background shops. The car Marine drives in particular reminds me of the Shelby Cobra that Rally Vincent drives in Gunsmith Cats, and that kind of pure love for things outside of anime/manga culture itself is something that I really miss from modern shows.

I think in particular this MV has a best of both worlds aspect to it. Digi-paint production pipelines were a great boon to modern animation studios as they allowed for greater character detail and less limited animation, but they often felt more flat and has less of the warmth and charm of a classically painted cel. However I think this video shows that, with the right direction and skillset, you can achieve a lot of the same effects of a painted cel with the same level of detail and character design that a modern show can do. In particular I loved how the various scenery could pop with simulated reflections and vivid colors while still maintaining a high level of character detail and movement. Marine and Gura's outfits were also a high point and I doubt something like the jewelry or clothing ties in your image would've been possible without a more modern production pipeline. As someone who is an animation nerd this video was a lot of fun and I'm glad Marine has this odd attachment to late Showa and early Heisei era anime, I do too.
