The audience of hololive is men yet they still try to sell a product that isn't catered to them. Cover instead of taking the combined analytics of what type of things the audience of the girls watch it would work as long they don't step on the toes of the girls. If I'm working within the expectations and limitations of Cover in regards to idol expectations, nothing, I just quit as I have no interest in that. If I'm allowed to stray from that path, a few things.

The same way the bigger members of Stars in general put their names out there, networking outside the holobox. Holostars is shit relative to Hololive, but it is still a sibling branch to Hololive and does still have a bit of the HoloPro brand power behind it. The easy way is to do FPS streams like Apex, Valorant. Remember to do your japanese reps and make friends in Vspo/Niji/Neo-Porte/CR/etc.
Another important factor is to be funny or have something that keeps viewers in.

Alternatively, pursue a niche that not a lot of vtubers do, sim racing, arts and crafts, etc etc.
