I will always keep an open mind ready when she wants to tell us what's going on.

We've had confirmation from Vesper that Cover needs members of staff to personally review and veto all fan submitted content before they're allowed to show them on stream. The process of reviewing everything actually takes more time and manpower than it's realistic to make it a recurring stream format. Couple that with Cover's perms autism makes it a nightmare, since they probably expect permissions from every video they show, on top of the manual review process.

How is that a rrat if it's verifiably true? React content is copywrite infringement. Japan doesn'thave fair use and even most American streamer's use don't fall under fair use. Talents would have to submit every clip they want to use to Cover and they would then need to get approval from the original creators. Game perms are already retarded, there's no way Cover would go through the hassle for the bottom of the barrel tier content that is react content.
