The scenario wouldn't be as different as the ID chuubas in this regard, the only main concerns are that there's only a few candidates that could actually play their role diligently with the rules without going full banter, and they must be from countries whose history and diplomatic backgrounds ensure that they wouldn't cause a headache to Cover should a yab of the level of the Taiwan incident ever occurs.
