You can ram a DDoS down the streamer's IP. If the "pipe" is too clogged with shit, legitimate traffic from YT or Twitch would have a hard time reaching the streamer. And for streaming protocols (for most network protocols, really) to actually work, some of the traffic needs to be going back from YT or Twitch to the streamer's PC.
ISP NAT doesn't fully protect you either. DDoS hard enough and you can knock out everyone who shares that IP.
I don't think that this is what's happening here though.
