Now when working with assumptions (but still keeping to the simplest explanation) - permissions and management burnt out Gura and Gura is contractually obligated not to do anything outside of Hololive.

Lastly, the reason for not addressing the issue or terminating Gura (again most likely reason due to simplest scenario), money. Hololive knows that people will still buy her merch. Even though Gura doesn’t want to stream, why would Hololive end their contract early with her if she’s still bring in passive income? If Hololive or Gura says anything, it might hurt merch sales, so they’re radio silent in terms of that, hoping people will still buy the merch.
