It depends tbqh, some neighborhoods are SUPER into decorating and some just aren't
The area I grew up at for example, was mostly apartment complexes, so apart from a few plastics skeletons and jack-o-lanterns it was about the same as any other night
But there was this neighbor about a 40 minute drive from mine where they would go above and beyond. Special effect like smoke/fog machines or laser lights, spooky ambience being played, "Halloween music" (like Thriller or Monster Mash for example) being played, each house would be really intricately decorated and themed, one of the biggest houses on the block would basically convert their entire home into a haunted house for the night, it was pretty cool
