I suppose they wanted to make some niji like eceleb collabers for marketing/sponsorship reasons, with more focus on music.

But something must have gone wrong in the music side, cover can't just do that much more content and/or organize so many events well.
But fanbase rebelled very hard on horizon and mixed collabs.
But the niji collabs flopped, nothing to gain by going out of the holobox.

So they gave up and made gloss normal, the girls also likely just wanted to be normal holos anyway.

The names ReGloss and dev_is (pronounced device) are pseudo-English brand names made to look cool to a JP audience. You can ignore them.
As for the substance, they are a fresh start for Cover:

>no lore or expensive fantasy material
>no idol trappings
>relaxed requirements (a traditional Holo gen could not have a Korean, a reverse trap, a chain-smoking hag, etc.)
>new, bare-bones management structure
>no mandatory participation in the huge Holo concerts and other events
Basically take 5 girls, give them cheaper models, management structure, and production support, and let them make a name for themselves. If they bring in revenue comparable to the more traditional Holo gens, while having bare-bone costs, it's a win for Cover and we may see more of their kind.

They have mandatory monthly group collabs organized by management and they're already on track to get their second group song out.

Best guess is that they were supposed to be a different type of group that had the freedom to operate outside of what people deemed the Hololive image (and probably into the way, give Cover talent that's not as unwilling to work with them as the girls)
The problem ended up being that they actually just wanted to be regular ass Holos, so that's exactly what they have done, like Raden is the only one who's a little off, the other 4 are pretty much just normal Holos who have even said on stream that they wish to just be treated like Holos

I think they're meant to be hololive but with lower standards. Like less thought put into streams, less pressure to be sober or talk clearly or whatever. They can just put out low-effort content as a sort of testing grounds for what sticks and what doesn't, and they're probably paid way less than hololive. If they find some success or a niche that hololive forgot to fill, they get (secretly, not officially) upgraded to honorary hololive member and do more collabs with them. Until then they stick to their own and throw shit at the wall.
That's what I'd do with them anyways, especially considering that probably many hololive viewers are middle-aged, they need to quickly find what type of content appeals to zooms, and to find it they need to try things, rapid fire.
