I worked with two Japanese companies in my industry. Both had a NA branch, which I was dealing with.
The first one had to report to the main branch in Japanese. There was nobody at the main branch who spoke English. The only point of contact was two higher-ups who spoke Japanese, and had to take care of all the communication. They expected daily reports. The two english-speaking directors had to have weekly meetings at 2AM, local time, and were barely able to function as humans. This NA branch had 100+ employees.
The second one had an on-site Japanese director who didn't speak English. Again, this was for a large (~150 employees) NA branch. Mr Japanese had an interpret follow him around at all times, which was the only way anyone could speak with (or understand) him. This went on for a good 7 years before they closed the branch for not being rentable (lol). The cited reason for him not learning English and keeping a personal interpret on retinue for 7 years was that he found the process of learning a second language "too embarrassing".

I think even calling them morons is putting it mildly.

A major flaw of Cover has always been their refusal to allow Hololive talents to have any input on their own designs. When small companies like Idol Corp find the money to let their vtubers design their own models it really comes down to Japanese management having an obsession with controlling every detail. A skimpy outfit or badly designed model will cause long term problems for a vtuber and that has been a source of numerous fights in the EN branch.
