When VG dropped I was really surprised since it was barely like 6 months since the HQ debuts but probably Cover did it just so HQ wasn't that isolated but also because VG was already interacting with the boys way before and almost ready to debut anyway.
That said, I do wonder when Cover is dropping gen 3. I was fine without having new members at least 2 years since I saw Tempus in a very comfortable place with the 8 members but since the accident I wonder if Cover is looking into getting new members slightly faster because of it.

Regardless, I just want my new outfits for HQ and VG already... it have been over a year for HQ and almost a full year for VG, Cover...

I don't think it's necessarily the same "best" you're thinking of. They have to be talented, sure, but also the best suited for the characters AND the best aligned with Cover's seiso-ish idol branding.
