Yagoo wanted a Hololive gen that could regularly interact with Holostars but was a little concerned about backlash so he created a test branch. Regloss will eventually do regular collabs with Holostars after several months of building up a dedicated fan base. Cover will keep releasing HoloPro projects and eventually they will debut a mixed gen in the EN branch.

The big difference is that they have a group producer. Every other holo is self produced, meaning they can decide what projects they want to do and how to market themselves.
In this case their producer makes these decisions and hands them projects.
