The social credit system is not one system. Bascially winnie the pooh gave a directive to implement a surveillance system, but the wordings are vague, so each region had a different interpretation. The one being memed and talked about by the west is just one of them.
Some of the consequences of a low score is not being to ride high speed train, use certain hotels or your kids not able to go to certain schools. With current Chinese economy in the gutter, some people who are more worry about getting the next meal don't really give a shit about the score anymore.
