Make sure you've read all their TOS stuff and know what to expect from them (e.g. they specify what they'll actually supply, when major/minor changes can be made and how many adjustments can be made). Check their socials to see if they're actually taking commissions. If they are, check to see if they have a preferred form of contact (usually DMs). Then just message them asking for what you want.

Lore should be simple enough you can reach "I get it" in a sentence. Anything after that can be as elaborate as you like. Heavy lore appeals to a certain group of people (usually people who write or make creative fanworks beyond sketch art) but loses the casual viewer.

For example:

The latter would possibly be 50 pages long and elaborate all of the unexplained part, but the average viewer doesn't care about that.

there's nothing wrong with wanting to build a character and roleplay as them to some degree but you gotta keep in mind that this isn't a D&D session (unless it is, I guess), it's a livestream on twitch where you're most likely gonna be playing games or singing nostalgic songs or drawing art or anything else where it's a lot less "your character" and a lot more "you."
people like to use the term "kayfabe" which has wrestling roots, so look there for a moment. sure, if you're talented enough you can pull off being an Undertaker. Though even he had a phase where he was just a guy. Mick Foley had three iconic gimmicks but everyone always remembers him as just Mick Foley for a reason.
