I'll be honest I don't think most people outside of the debut fans ever really care about the lore. Rarely do you ever hear people talking about how great the lore was.

The harder you try to make some lore that's crazy and different from anyone else's or is deep and dark, the more likely it'll be forgotten about shortly afterwards. I'd honestly say that meme lores stay in people's brains way longer and can even occasionally be played into.
An example of this was nyanners and her clones that she then did shit like among us with. The slight Eldritch horror stuff was peak too. But honestly I see a vtuber playing something I wanna watch, that's what I'll tune into them for, not because a guy who got popular off of waifuizing browsers had one of his lackeys write a webtoons worth of lore based around a character that might be liable to change with new outfits and models

this is the reason why council doesn't have that many lore enthusiasts, their lore scope of power is just way too high to make interesting stuff with it, but this doesn't mean that lore can't be as simple as a group of secret society goofballs acting like the team rocket of the hololive world. Your assumption is that lore is "exhaustible". It's not. There's as much lore in the world as there are characters written in fiction. Theoretically it's infinite, as long as it's kept in a manageable scope, everything can work.

My comparison is with other company VTubers because they often do not have a fanbase that respects lore and kayfabe, and treat character lore as more of a joke or meme than anything else, leading to less importance being given to it.
Holo VTubers also do this, but they only ever make small jokes about it, they never completely invalidate the lore itself.
