I guess the biggest problem is that even though the branch has a more cooperative and supportive management now, there aren't enough talents who actually want to push holoEN to greater heights. Imagine yourself in Jap's position: Myth is dead and Gura is perpetually missing, CouncilRyS is floundering with its most motivated member being the least popular one, sure there's Advent now but the whole point of Advent was that the entire branch wouldn't have to rely on just a few talents to stay afloat.
