I've listened to the album a couple of times. It's genuinely pretty alright.
There are a few bangers but it's mostly generic jp emoi songs
Still the big problem is once again the marketing. They're trying so hard to not rely on Hololive's brand power: they hosted the project on a brand new channel. They didn't show the talents in the MVs or single/album covers. In fact they don't even name which Holomen is singing on streaming plateforms like spotify. Every artist name for the album is "blue journey". Which is what they did with bloom/Idol project except for bloom you had the covers that showed who was singing at the very least. All you can do here is recognize the voices or check the mv credits.
And then aside of that, you have the stream/visual of them wearing the BJ uniform + the concert including all the members that participated. Which seems to be the opposite of what they were doing with the album.
Who is this really for?

It is very confusing since it is a hololive project and the content is undeniably hololive music. I'm much more concerned about the awful way in which DEV_IS was launched than this though this being a waste of time for everyone involved was bad enough, they still have their careers to go back to. I imagine the japs on 5ch have some strong emotions right now. Especially since EN somehow mangaed to get it together to a halfway competent degree for Advent after years of fucking basic shit up - after advent debuted not long after the wierd 3D Marine thing, I remember some guy on 5ch commenting that EN was getting together while JP has lost it's fucking mind, and while that's not entirely true, I get where he was coming from.

In retrospect device is following a path very close to what BJ did. Something a bit outside of Hololive but not really. A confusing marketing that is all over the place.
For now the Regloss MV is doing good, but if we look at the subcount of the talents, it's an other story. I don't think it's going to work in the long run.

Shareholders have been heavily pressuring Cover to increase their female viewership. I think the desperate shilling of the Stars stems from the investors calling them failures in this goal during their last meeting, they already cut a lot of their extra funding to keep them lean.
