Male fans in Japan aren't the same as the ones in the west. You're correct, the big NijiJP males all have majorly male audiences, however they're not like the average western brotuber beggars. They aren't as insecure, they can handle a bit of fanservice, they're fine and might even support the idol activities, some of them are simply gay, and so on. Basically the male fans that don't want to fuck them won't get filtered by the smallest things, like the fans on the English side would.

From what I heard, in one of his DJ streams someone translated him saying that he doesn’t see why Koyori’s 24 hour stream was so special.

Both companies seem to allow this and have zero protocols in place to prevent any of it from happening. In the case of niji they straight up allow you to fuck your coworkers, probably because they know drama means good attention and numbers plus they're not shy about firing people no matter who they are. Holostars is more "family friendly" but you don't go there to cause drama, you go there to try and be successful before abandoning it and funneling that audience to your own channel. Both have pros and cons. If you're a horndog and love to cause problems on purpose, apply for niji.
