Does anyone else feel like the bubble is bursting? Big names are graduating and going on hiatus, small companies and indies are graduating and going on hiatus. Every day a new vtuber debuts and another one graduates. The market is completely oversaturated. Can this business keep going?

It's not really a question of saturation. Even under saturation, the medium is somewhat immune to completely stagnating because it's so tied to technology advancing, and any leg up that someone can get to differentiate themselves will give them an immediate advantage that will likely proliferate (e.g. theartgun stuff).
If the question is whether it's a fad that will die out, I don't see any reason why the answer would be yes. If for no other reason than the fact that, except for the cost barrier to entry being higher, it's easier than streaming with a face cam. As long as weebs exist and as long as streaming exists, there is no reason why vtubers would not exist. It is literally a new paradigm.

I don't think making a live2d / live3d and doing streams will go away, especially as a gimmick or hobby.

But I don't think the engagement will stay at levels that are sustainable for the number of companies to actually break even as "Idol companies", as opposed to just people on youtube / twitch scraping together pocket-change.

OP is a faggot, but they're also kind of right. Hololive is the big dog (and even they have talents that struggle to breakout), and Nijisanji is constantly doing catch-up.
Vshojo does alright, but besides being kind of a twitch bubble to begin with, they specifically avoided most of the idol culture. They're independent channels under a common banner.

Besides those 3, the viewership is lower than some webcams.

It's not the bubble bursting, it's just the natural evolution of a cultural thing. Like modern rock/pop music in the mid 20th century was dominated by a small number of bands like the Beatles, Stones, and Beach Boys and over time they waned, and the industry became more fractured to a point where there's infinitely many styles of music but very little of it has breakout popularity where anyone outside of a small niche knows about it. Same with PC games, in the late 90s virtually everyone with a gaming rig was playing some form of Quake for a period of like 4 years, and now you get one or two high profile games a year that last a month or two of sustained interest. Cultural industries don't stay monolithic with one or two dominant players, over time things change and they spread out fractally. Streaming with motion capture avatars is always going to be a thing, but the small community of super popular vtubers is going to be a thing of the past, as more and more people do it and more and more niche ones come online, just as happened with regular streaming.
