Cover didn't delete any of the accounts because the process for deletion isn't like something like twitter or youtube where you just click a button and the account is gone. You have to actually email bilibili and put in a request to delete it and hope they actually answer, a lot of chinese websites function like that and that's why some people just abandon accounts and wipe as much as they can rather than full on deleting. Not to mention the obvious thing of, Cover doesn't full on delete accounts even on youtube or twitter, so they wouldn't do it on bilibili either even in this situation.
