Creating identity within manageably-sized groups by debuting members in generations and the month-long off-generation collab ban is genuinely one of the reasons why Hololive still works even with the roster as large as it is. If EN's management is anti-generation, they're basically anti-Hololive-being-good.
This is how long-running projects have worked for decades. Ones which don't group their things together and put a big "New viewers start here!" sign next to the most recent one quickly devolve into continuity snarls that put off most new viewers and stagnate the franchise.
