Yes, they are basically the same. In general this is due to their Confucian culture. Despite Japan and Korea being "capitalistic" and "liberal democracies" internally they are not much different from China and their centrally planned "communism". Japan and Korea both avoid rocking the boat, they always defer to their superiors, which is not much different than the Chinese deferring to party leaders in an endless stratified bureaucracy.
