Both of them had questionable models, with Magni publicly shitting on his using his personal twitter account. Magni got a 2.0 while Vesper had to get a full redesign because his original artist is presumed dead. However, they still put off renewals until their existing contracts ran out. That's when the indefinite hiatus started. Indefinite because Cover can't just say "they will be back at X time" when they had no idea when or if the two would be back at all.

Negotiations continued for a while, but in the end they could not reach an agreement. When it became clear that there was no chance of keeping them onboard, graduation was announced. Normally graduations are decided months before a contract ends. The chuuba then uses their remaining time doing collabs and a final graduation stream. None of this is possible for them because they aren't under contract anymore. They technically graduated back when the hiatus began. It's unfair to the fans, because they don't get to say goodbye. But it is ultimately the fault of the two of them for fence-sitting instead of making a decision while there was still time.

While business disputes can delay things I am skeptical they waited so long to renew their contracts or that Cover would have allowed that. Sana's graduation happened at the end of July and her channel membership continued 3 months until October 31st. That indicates their contracts ended in June which lines up with their channel memberships lasting until September 30. Magni posting ""A Maglord always pays his debts" feels like there was an unexpected development. Both of them were streaming into July which doesn't seem possible unless they had already renewed their contracts.

The people screening the males are probably the same one screening the females, which means they're applying the same logic for both, which doesn't always works for males, but to be fair, although the boys do have some big negatives they've also showed huge positives at first, and obviously they're going to hide the negatives during their selection. Vesper's remodel seemed to have been on the cards already for months; it wasn't an optional thing but rather a necessary one since his original artist went completely radio silent for over 6months to the extent that nobody even knew whether or not they were still alive. Such a situation cannot be allowed for a vtuber who requires stuff from their designer on a semi-regular basis throughout the year, so Cover had to drop the old one and commissioned a new one.

As per IRyS' insight they are legally not allowed to use old models once the new one is used because of some IP legality, and in her case it was even the same guy designing both. So I don't see Vesper's as an incentive but rather just coincidence that it occurred right before whatever it was that happened. The above doesn't apply to Magni in the slightest as his was not a necessary alteration and could have very well been an incentive of some sort.
