Nah, always has been a thing, same for games. For example Fire Emblem 4 is only available in JP NSO. JP and EN don't get the same list of games and the language is always locked on the locale.
That even happened with physical copies at some point, BoTW's text language was locked on region, so if your locale was on JP, you would get japanese text, EN would get english, ES would get spanish, and so on. I think they patched it after a while, but before that the only way to change the game's text was to change your system's locale.
