Permissions are not gloval, companies grant individual permissions to each branch. And most of time permissions are granted because the talents themselves are the ones showing interest on the games . For example back in 2021 Pekora used her stream to ask for Dragon Quest permissions and some time later she got them. It turns out that the DQ staff likes Vtubers and watches Pekora too so when she requested it SE contacted Cover to give the ok.
